That was James Whale. In Many ways he was the Tim Burton of the 1930s. With Frankenstein, The Bride of Frankenstein, and The Invisible Man, he was the master of combining gothic horror and humor and a little satire along the way.
I just watched Bride of Frank again tonight and the movie never looses a thing. Every time I watch it, it is just as great as the last. The best scene is still the scene with the old man in the house.
