This is one of the bigger clusterfucks of the Godzilla franchise. I won't say it's the worst film of the Heisei era. But it's pretty close. The only saving grace is like you said. Godzilla looks pretty sweet and the monster fights are pretty cool.
Yeah, not so good. In fact it's worse than G vs KG. Easily the worst in the Heisei series of films IMO.
